I hereby give you notice that the Council Meeting of St Agnes Parish Council will be held as detailed above in the Notice of Meeting. All members of the Council are hereby summoned to attend for the purpose of considering and resolving upon the business about to be transacted at the meeting as set out hereunder.

Biodiversity

The Council has a duty to conserve and enhance biodiversity and must consider what policies, objectives, and action it can take, consistent with the exercise of its functions, to further the general biodiversity objective. Natural Environment and Rural Communities Act 2006, s.40 & Environment Act 2021, s.102

 

Youth Strategy

The Parish Council is committed to supporting children and young people through its adopted Youth Strategy which shall inform all its decision-making.

1.      Apologies for absence

2.      Councillor vacancy and By-Election update

To NOTE (1) the resignation of Cllr. Keith Woolcott and the resulting Mount Hawke Ward vacancy and (2) the Statement as to Persons Nominated for both the Porthtowan and Mount Hawke Wards By-Election and (3) to welcome Cllr. Moira Wood, newly elected Councillor for Porthtowan Ward (4) that a further By-Election will be called for the Mount Hawke Ward in due course. To RESOLVE to appoint Cllr. Wood to Committees and Working Groups.

3.      Declarations of interest/Request for dispensations

To receive any declarations of interest. To RESOLVE to grant dispensations where appropriate.

To RESOLVE that the minutes of the Annual meeting of the Council as above, having been previously circulated, be taken as read, approved and signed. To note any matters arising.

8.      Schedule of Payments

To RESOLVE to approve as above (to follow) and record the Councillor signatory who will approve. Any queries to be directed to the office before the meeting. To receive a budget report (to follow).

9.      Annual Governance and Accountability Return 2025/26 – Section 1

To RESOLVE as follows, in strict order: –

AGREE the Annual Governance Statement 2025/26 (Section 1)

AGREE that Section 1 be signed by the Chair and Clerk

10.  Annual Governance and Accountability Return 2025/26 – Section 2

To RESOLVE as follows, in strict order: –

AGREE the Accounting Statements 2025/26 (Section 2)

NOTE the additional information to be submitted to the external auditor, BDO UK in support of the AGAR

ADOPT the dates for the period of exercise of public rights: 10th June – 21st July 2026

NOTE the following information will be published on the Parish Council’s website no later than 9th June: – AGAR

11.  Appointment of Finance Officer as Proper Officer in Clerk’s Absence

To RESOLVE that, in the absence of the Clerk for any reason, the Finance Officer be formally appointed and

authorised to act as the Council’s Proper Officer for the purpose of carrying out all relevant statutory duties.

12.  Porthtowan Coastal Community EMR – request from Porthtowan Surf Life Saving Club

To RECEIVE a report and CONSIDER a request from Porthtowan Surf Life Saving Club for the release of £7,284 held by the Council in the “Porthtowan Coastal Community” reserve. The Club has made a claim on the funds and requested that they be made available for appropriate projects in Porthtowan, in line with the original coastal community benefit purpose of the reserve. To RESOLVE a course of action.

13.  Clerk’s Report: Buoy to Beacon 2026, Cornwall Council Glyphosate usage, Realtime Passenger Information, Modification Order to add Restricted Byways, Road Closure Notifications

14.  Mount Hawke School Street Improvements

To RECEIVE a report and note any verbal updates from the Traffic & Road Safety Working Group. To REVIEW the proposals – map 1 & map 2 – and RESOLVE a response.

15.  Letter of No Confidence in SWW

To RECEIVE a report and note any verbal update from Cllr. Porter. To REVIEW the proposed motion and letter of no confidence in SWW sent by Dowr Glan – a cross-party campaign set up by Cornish local councillors who think that SWW has failed to demonstrate that they can manage the Cornish sewage network – and RESOLVE the Council’s position on the motion and letter.

16.  Porthtowan Beach Dog Restrictions – Blue Flag

To RECEIVE correspondence from Cornwall Council’s Community Protection Team regarding the above and RESOLVE the Council’s position on the restricted area.

17.  Community Carnival Activity Pack and Children’s Book Proposal

To note a proposal to develop a community activity pack, story trail and children’s book initiative linked to the library, Outreach work and St. Agnes Carnival, and consider providing match funding to support external grant applications. To RESOLVE a course of action.

18.  Cornwall Reading Challenge 2026

To RECEIVE a report from the Library and NOTE the 2026 CRC, which launches on 11th July.
