Cornwall Council has formally approved the designation of the whole of St Agnes Parish as the area covered by a new Neighbourhood Priorities Statement.
The Parish Council applied for the designation in May 2026. Cornwall Council approved the application on 2 July, confirming that the full parish boundary will form the Neighbourhood Area for the purposes of preparing the statement.
The official map shows the designated area extending across the whole parish.
What is a Neighbourhood Priorities Statement?
A Neighbourhood Priorities Statement, usually known as an NPS, is a way for communities to explain what matters most when Cornwall Council plans for future growth, development and infrastructure.
The statement may cover subjects including:
- housing;
- transport and accessibility;
- public spaces and community facilities;
- local services;
- the natural environment;
- heritage and landscape; and
- the character of villages and settlements.
The completed statement will help Cornwall Council understand the parish’s priorities as it develops its emerging Local Plan.
What an NPS does not do
A Neighbourhood Priorities Statement is not the same as a Neighbourhood Development Plan.
It does not create planning policies, allocate sites for development or prevent land from being allocated. Its purpose is to present clear evidence about what the community values, the issues it faces and the infrastructure or improvements that may be needed if future growth takes place.
What happens next?
The formal designation means that the Parish Council can now move forward with the next stage of the work.
A Working Group has been established to plan the process, gather evidence and prepare for future engagement with residents, businesses and community organisations.
Cornwall Council is expected to provide templates, guidance, data, mapping support and advice as the statement develops. The main contribution from the parish will be the time given by councillors, volunteers and staff to collect information and consult the community.
The project is still at an early stage, so residents are not being asked to submit detailed comments yet.

- how residents and organisations can contribute;
- when draft documents are available; and
- how comments will be considered.
